        (insn-emit.o): Depend on flags.h, hard-reg-set.h and resource.h.
        (insn-peep.o): Depend on except.h and function.h.
        (insn-attrtab.o): Depend on RECOG_H.
        (insn-output.o): Depend on toplev.h and flags.h.
        (gengenrtl.o): Depend on real.h.
        (gen-protos.o): Depend on cpplib.h and cpphash.h.
        Unify all dependencies to be on RECOG_H rather than recog.h.
