	* java/util/Locale.java, CHINESE, ENGLISH, FRENCH, GERMAN,
	ITALIAN, JAPANESE, KOREAN, CANADA_FRENCH, GERMANY, ITALY, KOREA,
	SIMPLIFIED_CHINESE, TRADITIONAL_CHINESE, PRC, TAIWAN, CHINA): New
	locales.
	(toString): Print correctly when `country' is empty.
