innerclass access if `decl' is NULL.
(find_in_imports_on_demand): TREE_PURPOSE of `import' contains the
WFL.

* jcf-parse.c (HANDLE_INNERCLASSES_ATTRIBUTE): Local `decl' moved

used to mark the class complete.
