output_do_verbatim, set_diagnostic_context, fnotice, _fatal_insn):
Run msgid argument through gettext.
(default_print_error_function): Run constant strings through
gettext when nothing else will.
(fatal_error, internal_error, error_recursion): Use fnotice.
Present complete sentences to gettext.
