the infate() call didn't deliver any output. Throw a ZipException if
the needsDictionary() call returns true.
* java/io/ByteArrayInputStream (read): Remove redundant bounds checks.
* java/io/InputStreamReader: Use the default buffer size for the
contained BufferedInputStream.
