implementation of basic_string by adding 3 paramter 'Allocator'.
NOTE: this still differs from the standard in not offering per
instance allocators.
* libstdc++/std/bastring.cc : Likewise.
* libstdc++/stlinst.cc : Handle thread safe allocators if they are the
default.
