(init_gcc): Don't set G.allocated_last_gc here.
(ggc_collect): Use PARAM_VALUE (GGC_MIN_HEAPSIZE) and
PARAM_VALUE (GGC_MIN_EXPAND) to decide whether or not to
perform collection.
