Makefile.in (ENQUIRE_CFLAGS, [...]): Move down to the end of the Makefile.

(enquire): Likewise. (enquire.o): Likewise. (stmp-int-hdrs): Fix comment about enquire; depend upon gfloat.h. (stmp-headers): Move actions to stmp-int-hdrs, retaining only a no-op.
