internal.h: Replace all uses of uchar with unsigned char.

* internal.h: Replace all uses of uchar with unsigned char.
	* include/cpp-id-data.h: Likewise.  Guard typedef of uchar
	with !IN_GCC, so uchar is only defined whilst building libcpp.
