	* defaults.h (SHIFT_COUNT_TRUNCATED): Provide the default.
	* expmed.c: Assume SHIFT_COUNT_TRUNCATED is always defined.
	* fold-const.c: Likewise.
	* simplify-rtx.c: Likewise.
