* configure.in: Eliminate uses of changequote (mostly by quoting []).
	Replace most top level 'dnl' comments with '#' comments, conforming
	to new autoconf style.  Use AS_HELP_STRING throughout; improve a few
	help strings.
	* configure: Rebuilt.
