Input_UTF8.java (read): Fixed handling of surrogate characters.

* gnu/gcj/convert/Input_UTF8.java (read): Fixed handling of
	surrogate characters.
	* gnu/gcj/convert/Output_UTF8.java (standardUTF8): Default to
	true.
	(write): Correct handling of surrogate characters.
