re PR libgomp/25865 (libgomp incorrectly detects support for TLS)

PR libgomp/25865
        * configure.ac: Use GCC_CHECK_TLS.
        * acinclude.m4 (LIBGOMP_CHECK_TLS): Remove.
        * Makefile.in, aclocal.m4, configure: Regenerate.
