Stub out VX_ENTER_TLS_DTOR for VxWorks != 6

Browse Source 
As of today, the __gthread_enter/leave entry points are
only meaningful on VxWorks 6. Refactor the VX_ENTER_TLS_DTOR
macros accordingly.
