Improve constexpr handling of other loop forms.

* constexpr.c (breaks): Handle EXIT_EXPR.
	(cxx_eval_loop_expr): Handle COMPOUND_EXPR body.
	(cxx_eval_constant_expression): Handle EXIT_EXPR, improve handling
	of COMPOUND_EXPR.
