test: fix boostmutiprec test to compile with older Boost versions

Eigen boostmultiprec test redefines a symbol that is already defined
inside Boot Math [1]. Boost has fixed it recently [2], but this
patch avoids errors if Boost version was less than 1.77.

Move macro definition EIGEN_CONSTEXPR to Core and make all methods in NumTraits constexpr when EIGEN_HASH_CONSTEXPR is 1.

Get rid of EIGEN_TEST_FUNC, unit tests must now be declared with EIGEN_DECLARE_TEST(mytest) { /* code */ }.
...
This provide several advantages:
- more flexibility in designing unit tests
- unit tests can be glued to speed up compilation
- unit tests are compiled with same predefined macros, which is a requirement for zapcc
