cmake: tidy-ups
- tidy-up comments.
- use lowercase, underscore prefixed names for internal variables.
- use `IN LISTS` and `IN ITEMS` in `foreach()` loops.
- rename variable name `OUTPUT` to a more distinctive one.
- tidy-up `STREQUAL` syntax.
- delete commented code.
- indent/whitespace.
