docs/libcurl: generate PROTOCOLS from meta-data
Remove the PROTOCOLS section from the source files completely and
instead generate them based on the header data in the curldown files.

It also generates TLS backend information for options marked for TLS as
protocol.

Closes #13175

CURLOPT_TIMEOUT_MS - maximum time the transfer is allowed to complete
# SYNOPSIS

# DESCRIPTION
Pass a long as parameter containing *timeout* - the maximum time in
milliseconds that you allow the libcurl transfer operation to take.
See CURLOPT_TIMEOUT(3) for details.
# DEFAULT
Default timeout is 0 (zero) which means it never times out during transfer.
