docs: make each libcurl man specify protocol(s)
The mandatory header now has a mandatory list of protocols for which the
manpage is relevant.

Most man pages already has a "PROTOCOLS" section, but this introduces a
stricter way to specify the relevant protocols.

cd2nroff verifies that at least one protocol is mentioned (which can be
`*`).

This information is not used just yet, but A) the PROTOCOLS section can
now instead get generated and get a unified wording across all manpages
and B) this allows us to more reliably filter/search for protocol
specific manpages/options.

# NAME
curl_mime_data - set a mime part's body data from memory
# SYNOPSIS

# DESCRIPTION
curl_mime_data(3) sets a mime part's body content from memory data.
*part* is the mime part to assign contents to, created with
curl_mime_addpart(3).
*data* points to the data that gets copied by this function. The storage
may safely be reused after the call.
*datasize* is the number of bytes *data* points to. It can be set to
*CURL_ZERO_TERMINATED* to indicate *data* is a null-terminated
character string.
Setting a part's contents multiple times is valid: only the value set by the
last call is retained. It is possible to unassign part's contents by setting
*data* to NULL.
Setting large data is memory consuming: one might consider using
curl_mime_data_cb(3) in such a case.
