man pages: simplify the .TH sections
- remove the version numbers
- simplify the texts

The date and version number will be put there for releases when maketgz
runs the updatemanpages.pl script.

copyright: update all copyright lines and remove year ranges
- they are mostly pointless in all major jurisdictions
- many big corporations and projects already don't use them
- saves us from pointless churn
- git keeps history for us
- the year range is kept in COPYING

checksrc is updated to allow non-year using copyright statements

copyright: make repository REUSE compliant
Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.

This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

man pages: require all to use the same section header order
This is the same order we already enforce among the options' man pages:
consistency is good. Add lots of previously missing examples.

Adjust the manpage-syntax script for this purpose, used in test 1173.

options: API for meta-data about easy options
const struct curl_easyoption *curl_easy_option_by_name(const char *name);

 const struct curl_easyoption *curl_easy_option_by_id (CURLoption id);

 const struct curl_easyoption *
 curl_easy_option_next(const struct curl_easyoption *prev);

The purpose is to provide detailed enough information to allow for
example libcurl bindings to get option information at run-time about
what easy options that exist and what arguments they expect.
