tests: remove leading spaces from some tags 
The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.

Hence, fixing them all now might curb this practice from now on.

814dc4b240 tests: don't call HTTP errors OK in test cases 
Some HTTP errors codes were accompanied by the text OK, which causes
some cognitive dissonance when reading them.

curl: stop retry if Retry-After: is longer than allowed 
If Retry-After: specifies a period that is longer than what fits within
--retry-max-time, then stop retrying immediately.

Added test 366 to verify.
