Previously it would only stop them from getting started if the size is
known to be too big then.
Update the libcurl and curl docs accordingly.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

- Add protocols field to max-filesize.d.
- Revert wording on unknown file size caveat and do not discuss specific
protocols in that section.
Partial revert of ecf0225. All max-filesize options now have the list of
protocols and it's clearer just to have that list without discussing
specific protocols in the caveat.
