Before this patch, the result code was a mixture of `int` and
`CURLcode`.
Also adjust casts and fix a couple of minor issues found along the way.

Use the test macros to automatically propagate some errors, and check
and log others while running the tests. This can help in debugging
exactly why a test has failed.
- they are mostly pointless in all major jurisdictions
- many big corporations and projects already don't use them
- saves us from pointless churn
- git keeps history for us
- the year range is kept in COPYING
checksrc is updated to allow non-year using copyright statements

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

The URL extracted with CURLINFO_EFFECTIVE_URL was returned as given as
input in most cases, which made it not get a scheme prefixed like before
if the URL was given without one, and it didn't remove dotdot sequences
etc.
Added test case 1907 to verify that this now works as intended and as
before 7.62.0.
