Fix issues detected.
Also:
- One of the `.vc` files used LF EOLs, while the other didn't.
Make that one also use LF EOLs, as this is apparently supported by
`nmake`.
- Drop `.dsw` and `.btn` types from `.gitattributes`.
The repository doesn't use them.
- Sync section order with the rest of files in
`tests/certs/EdelCurlRoot-ca.prm`.
- Indent/align `.prm` and `.pem` files.
- Delete dummy `[something]` section from `.prm` and `.pem` files.
Mental note:
MSVC `.sln` files seem to accept spaces for indentation and also support
LF line-endings. I cannot test this and I don't know what's more
convenient when updating them, so left them as-is, with specific
exclusions.

Instead of use 'docs/*.md' in dep5. For clarity and avoiding a wide-
matching wildcard.
+ Remove mention of old files from .reuse/dep5

The tools.ietf.org domain has been deprecated a while now, with the
links being redirected to datatracker.ietf.org.
Rather than make people eat that redirect time, this change switches the
URL to a more canonical source.

Fix the HSTS PR
Remove DoT, thread-safe init and hard-coded localhost. I feel very
little interest for these with users so I downgrade them to plain "TODO"
entries again.

make menuconfig - basically no interest from users, not pushing there
The draft-ietf-httpbis-rfc6265bis-02 draft, specify a set of prefixes
and how they should affect cookie initialization, which has been
adopted by the major browsers. This adds support for the two prefixes
defined, __Host- and __Secure, and updates the testcase with the
supplied examples from the draft.

Commit 7a09b52c98 introduced support
for the draft-ietf-httpbis-cookie-alone-01 cookie draft, and while
the entry was removed from the TODO it was mistakenly left here.
Fix by removing and rewording the entry slightly.
