This no longer provide functions, only macros. Runs faster and produces
smaller output.
The biggest precaution this change brings:
DO NOT use post/pre-increments when passing arguments to the macros.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

Also move timediff_t definitions from timeval.h to timediff.h and
then make timeval.h include the new standalone-capable timediff.h.

- Rename VC15 -> VC14.10, VC17 -> VC14.30.
The projects directory that holds the pre-generated Visual Studio
project files uses VC<ver> to indicate the MSVC version. At some point
support for Visual Studio 2017 (Visual Studio version 15 which uses MSVC
14.10) was added as VC15. Visual Studio 2022 (Visual Studio version 17
which uses MSVC 14.30) project files were recently added and followed
that same format using VC17.
There is no such MSVC version (yet) as VC15 or VC17.
For VS 2017 for example, the name we use is correct as either VS17,
VS2017, VC14.10. I opted for the latter since we use VC for earlier
versions (eg VC10, VC12, etc).

- Fix winbuild and the VS project generator to treat curl_ctype.{c,h} as
curlx files since they are required by both src and lib.
Follow-up to 4272a0b which added curl_ctype.
Remove NOTES section, it's no longer needed since we aren't setting the
errorlevel and more importantly the recently updated URL in the comments
is causing some unusual behavior that breaks the script.

Ensure that there isn't a mismatch between setlocal and endlocal calls,
which could have happened due to setlocal being called after certain
error conditions were checked for.
As the curl command-line tool now includes it's own version of strdup(),
for platforms that don't have it, fixed up the git respository Visual
Studio project file generator to not include the version from lib in the
tool project files, rather than having both lib\strdup.[c|h] and
src\tool_strdup.[c|h] present.
..when working from the git repository. This is particularly useful
for single development environments where the project files for all
supported versions of Visual Studio may not be required.
This shouldn't happen with the source files in the repository, but
fixed the output when there are spurious files lying around that
contain spaces. For example "pop3 - Copy.c"
By including the offending source file in the project files the user
can then see the file and remove it if necessary.
