Simon Marchi 2d2bb0d3f2 gdb: add arc-newlib-tdep.c to ALL_TARGET_OBS
This file is currently not compiled in an --enable-targets=all build,
but it should be.  Add it to ALL_TARGET_OBS.

Update the gdbarch_tdep call that commit 345bd07cce ("gdb: fix
gdbarch_tdep ODR violation") forgot to update.
