Sergei Trofimovich ba1eb82eae mh-mingw: drop unused BOOT_CXXFLAGS variable
gcc's build system has BOOT_CFLAGS and various STAGE<N>_C{,XX}FLAGS
variables. BOOT_CXXFLAGS is not handled anywhere.
