(ppc_stabx): Set sy_tc.within of a C_STSYM symbol to
ppc_current_block. Don't move around any stab symbol, just those
for common symbols.
(ppc_bs): Set ppc_current_block.
(ppc_es): Clear ppc_current_block.
(ppc_frob_symbol): Set the value of a C_STSYM symbol to the offset
from the csect of the enclosing block.
