It looks like csky missed out on an edit for 706704c8834. Not that it
matters very much. There doesn't appear to be any csky reloc howto
that sets the negate bit.
Similarly for ns32k and nds32.

Enhance the disassembler so that it will reliably determine whether a reloc applies to the middle of the next insn.

Pack reloc_howto_struct
...
This patch uses bitfields in reloc_howto_struct, reducing its size
from 80 to 40 bytes on 64-bit hosts and from 52 to 32 bytes on 32-bit
hosts (with a 32-bit bfd_vma). I've also added a new "negate" field
rather than making the encoded "size" field do double duty as both
a size and a flag.
There was just one use of an encoded size of 8, which according to
bfd_get_reloc_size meant 16 bytes, in vms-alpha.c ALPHA_R_LINKAGE.
See git commit c3d8e071bf adding ALPHA_R_LINKAGE and git commit
8612a388f7 decoding size 8 in bfd_get_reloc_size. Since no other part
of BFD handles 16 byte relocs, I've removed that encoding and special
cased the ALPHA_R_LINKAGE size in vms-alpha.c.
* reloc.c (reloc_howto_type): Typedef.
(bfd_symbol): Delete forward declaration.
(struct reloc_howto_struct): Add "negate" field. Make "size",
"bitsize", "rightshift", "bitpos", "complain_on_overflow",
"pc_relative", "partial_inplace", and "pcrel_offset" bitfields.
Rearrange for better packing. Revise comments.
(HOWTO): Map to rearranged reloc_howto_struct.
(bfd_get_reloc_size): Delete now unused cases.
(read_reloc, write_reloc): Likewise.
(apply_reloc, _bfd_relocate_contents): Test howto->negate
rather than howto->size < 0 for negated relocation values.
* coff-rs6000.c (xcoff_complain_overflow_bitfield_func): Avoid
signed/unsigned warning.
(xcoff_ppc_relocate_section): Delete "condition is always false"
code.
* coff64-rs6000.c (xcoff64_ppc_relocate_section): Likewise.
* cpu-ns32k.c (do_ns32k_reloc): Adjust to suit reloc_howto_struct
changes.

size 16 for ALPHA_R_LINKAGE.

bitsize to zero.

Fallout from recent bfd_reloc_outofrange changes

Commit ec93045b and cd21f5da introduced a large number of tic4x and
tic54x regressions, due to the new checks being wrong for targets
with octets_per_byte != 1. To fix that I introduced a new
bfd_get_section_limit_octets and performed the check on octets rather
than byte adresses, reducing the number of bfd_octets_per_byte calls.
bfd_octets_per_byte is rather expensive..
I then wondered why the same bfd_reloc_outofrange check added to
bfd_perform_relocation wasn't also added to bfd_install_relocation.
The two functions are virtually identical and ought to remain that
way. However, adding the same check to bfd_install_relocation
resulted in ld-elf "FAIL Link eh-group.o to eh-group" on many ELF
targets, including x64_64-linux. The reason being that eh-group.o
has NONE relocs at the end of a section, and most targets give NONE
relocs a non-zero size. So if we are to keep the new outofrange
check it appears that NONE relocs must have a zero size.

Touches most files in bfd/, so likely will be blamed for everything..
...
o bfd_read and bfd_write lose an unnecessary param and become
bfd_bread and bfd_bwrite.
o bfd_*alloc now all take a bfd_size_type arg, and will error if
size_t is too small. eg. 32 bit host, 64 bit bfd, verrry big files
or bugs in linker scripts etc.
o file_ptr becomes a bfd_signed_vma. Besides matching sizes with
various other types involved in handling sections, this should make
it easier for bfd to support a 64 bit off_t on 32 bit hosts that
provide it.
o I've made the H_GET_* and H_PUT_* macros (which invoke bfd_h_{get,put}_*)
generally available. They now cast their args to bfd_vma and
bfd_byte * as appropriate, which removes a swag of casts from the
source.
o Bug fixes to bfd_get8, aix386_core_vec, elf32_h8_relax_section, and
aout-encap.c.
o Zillions of formatting and -Wconversion fixes.
