Adds two new external authors to etc/update-copyright.py to cover
bfd/ax_tls.m4, and adds gprofng to dirs handled automatically, then
updates copyright messages as follows:
1) Update cgen/utils.scm emitted copyrights.
2) Run "etc/update-copyright.py --this-year" with an extra external
author I haven't committed, 'Kalray SA.', to cover gas testsuite
files (which should have their copyright message removed).
3) Build with --enable-maintainer-mode --enable-cgen-maint=yes.
4) Check out */po/*.pot which we don't update frequently.
Commit 3bab069c29 carelessly allowed "string" to be released from
the notes obstack twice, with the second call to obstack_free
releasing memory for a fixup that just happened to be the same size as
the original string. The fixup then of course was overwritten.
This patch fixes that problem, and another that could occur on an
error path.

* stabs.c (s_stab_generic): Don't free string twice. Don't
blow away entire notes obstack on a missing string.
get_stab_string_offset currently creates the stabstr section if not
already present, in the process keeping a reference to the malloc'd
section name string. Really, the name belongs in bfd_alloc'd memory
or some obstack so that it doesn't show as a memory leak on exit.
s_stab_generic at least does allocate the name for the stab section on
an obstack, but doesn't tidy that as well as it could. Return paths
after issuing a warning don't release the memory, nor the memory for
the "string" copy.
This patch fixes these problems. s_stab_generic is rearranged so that
creation of the sections occurs earlier, before any potential uses of
the note obstack during expression parsing. That makes it possible to
always free the section name strings unless used to create new
sections. I've also avoided get_absolute_expression_and_terminator
as I see that function might skip over end-of-line, and lack of a
--input_line_pointer might have caused the following source line to be
ignored. (Other uses of this function in gas are OK.)

(eat_comma): New function.
(s_stab_generic): Replace stab_secname_obstack_end param with
bool freenames. Move creation of stab and stabstr sections
earlier, so the names can be freed earlier before possible use
of notes obstack during expression parsing. Tidy error paths
ensuring "string" is freed. Use get_absolute_expression in
place of get_absolute_expression_and_terminator.
(s_stab): Adjust.
(s_xstab): Use notes_concat to make stabstr section name.
Move all the function local static state variables to file scope,
in order to tidy memory on exit and to reinit everything for that
annoying oss-fuzz. Also fix a couple memory leaks.

The newer update-copyright.py fixes file encoding too, removing cr/lf
on binutils/bfdtest2.c and ld/testsuite/ld-cygwin/exe-export.exp, and
embedded cr in binutils/testsuite/binutils-all/ar.exp string match.
Make it a little more obvious that remap_debug_filename returns an
allocated string (that should be freed) by returning a char * rather
than const char *. Free a few missed cases in dwarf2dbg.c, and free
other memory allocated in dwarf2dbg.c. Also remove static
initialisation of variables and initialise in dwarf2_init instead,
in order to ensure gas state is saner for oss-fuzz.

(dwarf2_finish): Call dwarf2_cleanup. When chaining together
subseg line entries, unhook entries from old subseg list.
(dwarf2_directive_loc): Free remap_debug_filename string.
(out_dir_and_file_list): Likewise.
(out_debug_str): Likewise.
The result of running etc/update-copyright.py --this-year, fixing all
the files whose mode is changed by the script, plus a build with
--enable-maintainer-mode --enable-cgen-maint=yes, then checking
out */po/*.pot which we don't update frequently.
The copy of cgen was with commit d1dd5fcc38ead reverted as that commit
breaks building of bfp opcodes files.
This removes ineffectual and wrong code caching section names in
gas/stabs.c. Code like
seg = subseg_new (name, 0);
...
if (seg->name == name)
seg->name = xstrdup (name);
with the idea of being able to unconditionally free "name" later no
longer works. "name" is referenced by the section hash table as well
as in the section->name field. It would be possible to use
"bfd_rename_section (stdoutput, seg, xstrdup (name))", but instead I
opted for a fairly straight-forward approach of adding extra
parameters to two functions to indicate section name strings should be
freed if possible.

All of these warnings were false positives. -Wstringop-truncation is

various places either directly or indirectly set input_line_pointer to point at
a literal. Currently lots of places modify the string input_line_pointer
points at, so making it const isn't easy. Since most if not all of these
places assign to input_line_pointer to parse an expression it would probably be
best to add ways to generate and deal with expressions that doesn't involve
parsing strings, but for now adding some casts seems easiest.
