This functionality will generate a new GNU object attribute for the "data region"
has been added. This object attribute is used
mark whether the compiler has generated code assuming that data could be in the
upper or lower memory regions.
Code which assumes data is always in the lower memory region is incompatible
with code which uses the full memory range for data.
The patch also adds a new assembler directive ".mspabi_attribute" to handle the
existing MSPABI object attributes. GCC will now emit both .gnu_attribute and
.mspabi_attribute directives to indicate what options the source file was
compiled with.
The assembler will now check the values set in these directives against the
options that the it has been invoked with. If there is a discrepancy, the
assembler will exit with an error.

This patch syncs the generated data structure in tc-msp430.c with the
latest version of devices.csv released by TI.
My understanding is that the devices being removed were "invalid spins",
so can't be being used by anyone, and never will be. Current web
searches related to these devices return no relevant results.
Built and tested (no regressions) as follows:
Configured with: --target=msp430-elf --disable-gdb

various places either directly or indirectly set input_line_pointer to point at
a literal. Currently lots of places modify the string input_line_pointer
points at, so making it const isn't easy. Since most if not all of these
places assign to input_line_pointer to parse an expression it would probably be
best to add ways to generate and deal with expressions that doesn't involve
parsing strings, but for now adding some casts seems easiest.

gcc-5 correctly complains "loop exit may only be reached after
undefined behavior". I was going to correct this by checking the
