	CGEN_MAX_* -> CGEN_ACTUAL_MAX_* macros.
	* m32r-desc.h: Ditto.

	(CGEN_MAX_IFMT_OPERANDS): Increase to 16.  Check that it exceeds
	CGEN_ACTUAL_MAX_IFMT_OPERANDS, if set.
