XCOFF binutils testsuite fix

Avoid an UNRESOLVED test due to "Error: the XCOFF file format does not
support arbitrary sections".

	* testsuite/lib/binutils-common.exp (is_xcoff_format): New.
	* testsuite/binutils-all/objcopy.exp (pr25662): Exclude xcoff.
