Restore .gdb_index v9 display in readelf

An earlier patch (commit b05efa39 "readelf..debug-dump=loc displays
bogus base addresses") inadvertently removed support for displaying
.gdb_index v9 sections.

This patch corrects the oversight. I tested this by using readelf on
an appropriate file.

	* dwarf.c (display_gdb_index): Restore v9 display code.
