Check for ${ac_tool_prefix}PROG-TO-CHECK-FOR first.  If not found and third
arg given, and ${ac_tool_prefix} is nonempty, check for unadorned
PROG-TO-CHECK-FOR as well.  Last choice use VALUE-IF-NOT-FOUND.
