Describe HP-UX cc bug workaround more accurately.
* lib/autoconf/types.m4 (AC_CHECK_SIZEOF): Cast to long,
not unsigned long.
* tests/semantics.at (AC_CHECK_SIZEOF): Check non-GCC
cross-compilers, too.  This undoes some of the most recent change
to this file.
