Move config.* man pages to its source tree

Suggested by Ben Elliston in:

* man/config.guess.x, man/config.sub.x: Remove.
* NEWS: Mention this.
* man/local.mk (dist_man_MANS): Remove them.
($(mansrcdir)/config.guess.1, $(mansrcdir)/config.sub.1): Remove rules.
